It depends, really. When I first started out I was looking much more at references then I was from my imagination. As I started learning things, I started to draw much more from my imagination, and now only use refs when I'm doing studies or when I want to try out a lightning that I've never drawn before. Never base your picture on one reference only; it will look like a copy (unless that is intended of course with a study) and you will not learn to "see" things. Once you get the hang of things, it becomes much more easier and fun to draw from imagination. It takes time and practice but it's worth it
